Create and resolve a report

Version 1.0.4 is focused on reports; staff mode, vanish and freeze are in xEssentials.

Players can report an online player using xreports.report, enabled by default.

Grant to staff who should receive new-report alerts.

Grant to staff who should open the GUI and manage reports.

Open active reports. Left-click teleports to the reported player; right-click resolves the report.
